Babagana Umara Zulum was born on August 25, 1969, in Mafa Local Government Area of Borno State, Nigeria. He hails from a humble background, growing up in a family deeply rooted in farming. Not content with a first degree, Zulum pursued a Master of Science (M.Sc) degree in Agricultural Engineering from the prestigious University of Ibadan, which he successfully completed in 1998. His academic pursuits culminated in a Doctor of Philosophy (PhD) degree in Soil and Water Engineering from the University of Maiduguri in 2005, solidifying his expertise in the field and earning him the title of Professor.

Career

Professor Babagana Zulum's career trajectory spans both academia and public service, marked by a rapid ascent fueled by dedication and competence. He began his professional career in 1989 as an Assistant Technical Officer in the Borno State Civil Service. After completing his Master's degree, he joined Ramat Polytechnic, Maiduguri, as an Assistant Lecturer in 1999. Over the years, he steadily rose through the academic ranks, serving as Lecturer II, Lecturer I, Senior Lecturer, and Principal Lecturer. In recognition of his outstanding contributions to academia, he was appointed a Chief Lecturer (the highest academic rank in Nigerian polytechnics, equivalent to a professor) in 2007. His leadership qualities were further acknowledged when he was appointed Rector of Ramat Polytechnic, Maiduguri, a position he held from 2011 to 2015.

His foray into politics began in 2015 when he was appointed Commissioner for Reconstruction, Rehabilitation and Resettlement (RRR) by the then-Governor of Borno State, Kashim Shettima. This role was particularly crucial given the extensive devastation wrought by the Boko Haram insurgency across the state. In 2018, he briefly served as the Secretary to the State Government (SSG) before resigning to contest the gubernatorial primary election. He secured the All Progressives Congress (APC) ticket for the 2019 general elections and was overwhelmingly elected Governor of Borno State on March 9, 2019. He was subsequently sworn into office on May 29, 2019, and re-elected for a second term in 2023, demonstrating the immense trust and confidence the people of Borno have in his leadership.

As Commissioner for Reconstruction, Rehabilitation and Resettlement (RRR), Zulum oversaw the monumental task of rebuilding thousands of homes, schools, hospitals, and other critical infrastructure destroyed by Boko Haram.
