His political career gained prominence with Nigeria's return to democracy in 1999. A former member of the People's Redemption Party (PRP) and a founder of the People's Front (PF), he was elected Governor of Katsina State under the People's Democratic Party (PDP). He served two terms (May 29, 1999 – May 29, 2007), earning acclaim for fiscal prudence and transparency; he was the first Nigerian governor to publicly declare his assets. His administration implemented reforms in education, healthcare, and infrastructure, and established the Katsina State University.

Throughout much of his public life, he battled Churg-Strauss Syndrome, a rare autoimmune disease. This illness necessitated frequent medical trips abroad, particularly during his presidency. His prolonged absence from office in late 2009 and early 2010 led to a constitutional crisis, resolved by the National Assembly invoking the "Doctrine of Necessity," enabling Vice President Goodluck Jonathan to become Acting President.
